HI, I am a full-time Access consultant in NJ . I have completed hundreds of Access projects in the last 18 years, most of them local in the NY metro area. Many of my projects are job cost programs much more complicated than what you have in mind.
For example a company that installs cell phone towers set up each installation as a job. That job has basic job information, work orders, purchase orders, inventory transactions, labor transactions, budget transactions etc. My program allows entry for these transactions and has lots of reports to show actuals against budget.
As you can tell, your program is a walk in the park compared to this. Because of my many years experience, I can come up with a first draft of a program quickly and efficiently. I would be glad to discuss with you the specifics of your project.
