Developer to create a "proxifier" SDK / engine which allows Windows apps to use SOCKS5 proxy

We are looking for a developer to create a Windows "proxifier" SDK to allow any arbitrary application to redirect the traffic through a SOCKS5 proxy.
Applicant should be familiar with Windows network stack, including but limited to: Winsock, LSP.
Deliverable should include a SDK / engine which when turned on, automatically detects when processes start and applies traffic rules appropriately.
Traffic rules should filter by process, or filepath, and include adjustment of inclusion / exclusion of TCP/UDP ports, and destination host.
The project would preferably be written in Go or C++ for maintainability reasons but other technology stacks are welcome.
There is no need to include GUI or user friendly elements as this will be integrated into an existing app.
