Visual C++ .NET Computer Vision and Pattern Recognition Code Developer Need(repost)(repost)(repost)

This is Computer Vision and Pattern Recognition project.

This project is for car plate reading. I have MS Visual Studio 2010 C++ working source codes, programmer can develop this code or write again may better with C#, C++ or VB.Net. This is DLL, I calL this DLL from VB 6.0. I capture picture from camera, send this DLL, DLL find plate, read plate (OCR) and send text of plate to me.

a) I choose a coder.

c) He or she read this code.

d) Understand this code.

e) He/she may develop this code better or write again.

f) Explain me what he/she is doing.

g) He/she help me future development.
