I would try with some EQ to see if I can find the area where the sound is to be removed, I also have some plugins that learn the noise spectrum to eliminate and then reduce it from the original signal. It is necessary that you send a sample of the video (if possible with snatches where the sound is really loud, but containing snatches where there is relatively low noise).
