Let's see Is your image transfer form app to aws cloud working? so i start with the assumption, that the image is already there. Step 1: identify the face : I will use a haar cascade algorithm in python. This is rather simple to do . So 150 $, in 2 days. Step 2 : Apply the cartoonization : I am not sure what you want exactly in this step. However, i will straighten the edges ( = loose some details of facial contour) and blur the faces. The edge detection will use a standard gimp script, I will identify the specifics (e.g. ear/cheek etc) again with a haar casscade, and compress them. That will remove, wrinkles and irregularities in the contour and will make things look like sketched by hand. then we can stretch it a bit,, e.g. make the jaws wider than they are - to make it look funny. This will take 4-5 days. Then the skin itself can go through some gaussian blur. together 500 $ Step 3 : Apply some more cartoonization: We will change the color depth. we can use sophisticated tools like openCV. Also simple . 200$ Step 4. Then we can do all final retouching - open for discussion. Look forward to hear more about the projec, and refine the milestonest.
