PWA doesn't load Cache storage and manifest file . uses angular and .net core

I have net core angular application . PWA laods [login to view URL] but [login to view URL] gives "Manifest: Line: 1, column: 1, Syntax error." Also , Cache storage listed items , doesn't contains any .js file and [login to view URL] file I cannot share my screen but I can provide necessary files to you
