Android video editor

Hi, I am trying to get an app built for institutions that will allow a simplified version of mobile video storytelling where everything is completed in one app. I want to give it away to schools, nonprofit journalists, NGO's and government agencies and sell it to media houses to pay for upkeep and improvement. I am starting with Android but want it for IOS as well.

I have had the basic structure developed. The first developer sucked. The second developer was fine and got almost everything right, but choked on a video editor, which is why I'm looking here now. I want to either a) develop the video editor then negotiate to incorporate it into the existing app already developed, but b) rebuild the whole thing. i'd obviously prefer the first.

So, the video editor. The biggest detail is I want is the ability to do what we call in TV news "B-roll", or what is sometimes called "picture in picture" where a video of what someone is talking about is laid over them speaking. this is usually done with layers in PC video editors. I also want "normal" edit commands; shorten, rearrange, control volume on, and compile video clips into a new video, etc. On completion and uploading, I want it to add a 2 second animation to the beginning with the name of the project and to save it as a project as well as a clip so a program producer can look at it and changes can be made, if necessary. I need very limited CG (character generation) besides the opening 2 seconds described above, i.e., lower thirds, and one or two full screen graphics over an animated graphics, and limited effects between clips, basically a cut and dissolve. No stickies or weird effects wanted.

I am not a developer but have helped design software. I have no desire to be in the software business but want something to execute better workflow. Existing app are either too complicated with too many choices or aimed at children with stickies and weird effects. I want a video editor for adults: simple, easy, elegant and quick.

I can supply more details and how the video editor will fit into the workflow if we can come to some deal.
