Create a new responsive design template for custom CMS

I want you to create a responsive (mobile friendly), CSS driven HTML template that I will use for a web site. The website showcases one individual offering profession services, so it needs to look professional. Also, there are some coding parameters that must be maintained for the navigation. Specifically, the navigation HTML must be list based, and the id and class assigned to the <UL> tag must be as follows ('nav' and 'classmain').
