CSS/XHTML Responsive Coding

We need 2 PSD/PNG files coded into clean, validated CSS/XHTML.
The PSDs are actually the same page - one is the desktop version, the other is the mobile version. We need the final HTML files to be responsive.
We will supply you with the finished design files to work from. Please, when needed, comment your code. Please use CSS3 for fonts.
We are looking for a coder who will pay VERY CLOSE attention to the small details of our design....things such as padding, font size, alignment, etc.
We need the finished XHTML/CSS pages to look EXACTLY like the attached JPEG images. We will not approve payment until we feel the final pages match EXACTLY. We are looking for pixel perfect work!
Attached are screen shot of the designs. The pages must work properly in all major browsers: IE 7+ - FireFox - Safari & Chrome. Please let me know if you have any questions.
