as far as i can tell, you need a simple program able to query the web service for venue and screening lists, and send data to confirm admitance, the work could hardly be more simple, im experienced working with several versions of Visual Basic, have over 7 years of experience working as a full time developer and have experience consuming web services from desktop apps, the only thing i would require in case you desire to work with me, is the definition of the api im supposed to connect to, and if possible a test user.

I can show you current application developed for a tablet PC that runs on all versions of Windows. A lot of the detail is missing on the interface to the web service (what calls are required) but that will be clearer when one see the existing code. In response to your updated requirement to save transactions locally in case web service is done, I already have this functionality working in an existing application and can include it for no additional charge. This feature also allows for the application to constantly monitor the web service for new data (new venues and screenings) so the operator does not have to do it manually.
