This project shouldn't be that difficult for someone who has all of the proper equipment. I just started on Freelancer, and would love the opportunity to work you in order to build my reputation on this site :) Regarding the project, You want the quiet parts of the audio recording to be more present, correct? What I can do is apply an EQ and a compressor. The EQ will get rid of some of the harsher frequencies. And after some tweaking, the compressor will raise the quiet parts of the track. I would be careful only paying people $10-$30 as your project budget states, as any professional in this industry wouldnt waste their time for that kind of money.
