Create integration for Zendesk and Twilio for SMS messaging

We need to create a solution for integrating SMS messages with Zendesk. We have selected Twilio as our desired platform for providing SMS services.
The goals are as follows:
1. A customer should be able to create or update a ticket directly from SMS.
1a. The customer should be sent a menu of options w/ instructions to either update or create a new ticket.
1b. If a user chooses to update a ticket, authenticate him to ensure he is authorized to update the designated ticket.
1c. A new ticket should be automatically matched to existing users in the Zendesk database if possible.
1d. Menu options should be configurable.
2. A customer service agent should be able to originate a ticket in Zendesk and choose whether to send it by SMS, email, or both.
3. Technical considerations:
3a. Program should be able to run on any Linux based server.
[login to view URL] software needs to employ webhooks, not periodic updates.
3c. Error handling from:
Twilio to the SMS user should be implemented if the message is not correctly received by Zendesk.
Zendesk sent to SMS user if their request is not understood.
Zendesk to us if message is not sent correctly.
3d. We are language agnostic as long as it is written in a common language and meets all specifications, and performs in an acceptable manner.
3e. We want source code and rights to use in any manner we see fit. We do not need exclusive rights.

This should aid in writing the software. This should be a relatively easy project.
