Control panel web service for Linux server - repost 2

We need to create a web service that support different ACL roles to some Java services on our linux server. Basically the web service provide a view for user to create a certain number of job instances. For each job, the service allows user to make change to configurations for that job, and than spawn a java process on our server, allowing sending input to and receiving output from that process, and stop/kill that process as well. Depend on different ACL roles, there is different limitation on the configuration parameters. This is a repost of the project after it fell through.
