Backlink analysis and removal. Disavow

We need to do a full backlink analysis and removal project. In your reply, please provide a Detailed list of the steps you will take to accomplish the following tasks. How will we set up the project. - Analyze back links, and provide a list of bad links/ domains. -what criteria will you use to determine "bad links"? - Contact the webmasters of all the domain to request link removal. This must be documented. - Provide a disavow list to be uploaded to google. - Reconsideration request in google webmaster tools. I have attached the Webmaster tools list of all incoming links: Please estimate how long will it take you to a) evaluate; b) sort; c) email; d) make disavow list; for these links. (I'd appreciate both total and per hour). Please state what technology you will use+your familiarity with it. Once I have project proposals, I will work personally with you on this project.
