a cms for etickets - open to bidding

this is the project i want a quote on What is project scope? * site owner , administrator and sales people . 3 different types of account . eticket distribution system and sales people can have a user friendly interface to click send and tickets will be sent to whoever pays them automaticaly What features do you need? (Select all options that best describe what you need) * this is the competitors website [login to view URL] go to that exact link as you see for you to purchase a ticket you must select a person to buy from. there are 2 options for payment online and cash to the person. each person has an account they can access from their smart phone and they will see a person requested a ticket the user has 2 options to approve the request and then a second button to approve once payment in person is made this confirmation then selects the ticket from the database and automatically emails the ticket purchaser the ticket and the account on the website allows viewing of the ticket. i want a 3rd option for people selling the tickets to enter the email and amount of tickets and click confirm instead of the ticket purchaser having to register on the website. i also want a special account type for the organiser of the event to add and remove "tickets" "unpurchased " only from people who are the ticket sellers. i want a acount as site owner to create "event organisers " and ticket sellers accounts and control over how many ticket the event organiser has access to distribute if possibble and you can copy the competitors website completely instead of rebuilding from scratch i would not have a problem with that method.
