Codeigniter/Php (GPS webApi Development)

We're looking to hire rather quickly a professional freelancer who has great hands on experience with CI. We would be seeking out to develop the web service containing about as many as 50 basic functions that a gps tracking app has. The functions are highly simple, nothing complex. Device sends all the parameters to the server, server does some very simple calculations (where we assist the freelancer) and stores the data. Backend data processing and access control is also required depending on user type. For instance, the latitude and longitude would be sent over to the server, the freelancer would have to make it usable in the web service. Requirements: 1. Knowledge of CodeIgniter REST Server 2. Ability to work with MySql Spatial databases 3. Dedicated time and effort 4. Ability to work without requiring much intervention on our behalf 5. Clean, structured code 6. Delivery on deadlines as we have a rather strict timeline 7. The API functions are extremely simple yet extensive (about 50) and we're paying only $200* for these 50.
