CREATE A WEBSITE WORDPRESS

I want to create a website which performs following fuctions : 1. New User Signs up (custom registration feilds required such as Name, Address, Phone Number,etc) 2. Users must make a payment of specified amount in order to sign up. 3. Each user must have numerical username starting with 1 auto incrementing by 1 4. The signed up user must be assigned to user group 'members' 5. A shortcode must be provided to display number of signed up 'members' or latest username (which is numeric as discussed above) A dynamic page has to be created which contains an order form. 1. User must be able to fill the order form only when 3n+1 user has signed up (where n is his username) 2. Once the user fills up the order form, his account must be suspended.
