I am looking for a program made with visual basic that is similar to Paltalk. It is a program to chat (with smilies), speak, play music, and use streaming video from their webcams. Also, it must be able to view to around 10 other webcams, the program needs this to be possible, although I understand it is the speed at which they connect to the internet that may not let this be possible. I have a website with Mysql to store all the user info. I want the program just connect to the website when it needs an IP or other user info. I am in a hurry for this program, so please do not bid if you can not get it done quickly. Also, I want it to look proffesional. That doesn't mean it has to be fancy, just not the run of the mill windows. Also, I will need a help file provided with this program.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Windows xp is a requirement,but obviously as many versions as possible. If it could run on MAC and Linux also that would be better, Although I do not want to use JAVA. Please recommend the best programming language.
