C/C++ SOAP .NET service development

Hello all, Seeking a programmer to provide assistance on a project. OS installed upon : Windows Vista Ultimate Service Pack 1 Development Tools: Visual Studio 2008 and .NET 3.5 Language: C++ (but would prefer "C" where it can be used) Creation of a SOAP Service: Purpose: 1) Input a file, 2) obtain information from the file using a library and then 3) returning the information in a a structure. The library itself is around 20MB in size, has been deemed "simple to use" and is readily accessible. You must be able to download this file. You must also have access a remote system via Remote Desktop should the installation of the code developed have problems on the servers here. Best regards.
