Display page for a website - Sports - Gaelic Football

Background: From a Gaelic Football match, the ability to update and display stats from the match on a website, such as scoring, shots, cards, substitutions etc What I need from developer: Client side: I can already simply display this information. I have done this successfully for 3 years. Why I am seeking help is I want to step this up a notch. I want the page to be built so that there is a scoreboard line along the top, which displays the home team, away team and both scores, and also time played in the match. Then underneath, a laid out pitch where it shows the team line up and individual stats, such as individual scores, cards, if they have been substituted on or off. Admin side: A side where all this data can be input. As events happen at lightening quick speed, the ability to add a score and who scored it, or who got a card, needs to be done in as little time as possible. It is then updated on the server, and subsequently on the web page within 15-30 seconds. It will need to be optimized for mobile use, either through a password protected mobile web page, or BlackBerry OS/Android OS app. While the details are fairly vague, I can provide a full list of specified menu items, and exact details to the winning bidder.
