Creation of web site in wordpress

The purpose of this task is to create a new web site that under Word Press functionnality
that will be used as a professional site for an existing Compagny : CAP [login to view URL]
1- The main flow of the site and the detail design is descibed in a document that will be provided later
2- For the task will be provided to the developpers :
- all the psd files for the graphical creation
- A detail design that will include all the fnctionnality
3- The developpers should return :
- a complete web site that support all the requested functionnality under word press app
- All the word press db and files (code included all functionnality plugins..)
- cross navigator and versions support (IE 6/7/8/9 - Firefox- Opera-Chrome-Safari)
4- Delivery time should be respected
5- The site should has some special functionnalities likes in addition of the basic Wp :
- registeration and creation of user accounts
- Connection of all users and connection of members
- light boxes
- send emails
- images and text should be dynamics ( like in CMS)
- use [login to view URL] functionnality in embed
- Download of files in PDF format from serveur
Note: The budget define is an approxiamtion , it will be redefine later on with the contractor
