Clean up Code CSS PHP

Hello I need someone to convert my html website that uses a lot of table tags into a pure css site. so i want all the tables to be gone. also, i need someone who knows about seo who can insert meta tags to improve seo position. this is all being done because tables hurt seo position. so i want to hire someone to clean up the look of the website as well as clean up the code. also, i need someone to install a newsletter script and a traffic tracking script so that i can send out news letters and also keep track of visitors and stuff. i need someone who is really good. i wont pay until you finish the job. you will need to do the job on your server.. i will not give you access to my ftp. also, when you are building my site on your own server, you must use NOFOLLOW in the metatags. Or else I will not Pay YOU! then when it's time to transfer, we remove NOFOLLOW. this way we dont have duplicate problems. once you show me you have done the job properly, i will give ftp info. you will install the changes and i will pay you. I NEED A PHP, CSS, PROGRAMMER WITH A LOT OF KNOWLEDGE in website development. Thanks.
