Build a website used for automatic registration of paid subscriptions using PayPal.

Hi All, This is a small project for creating a website used for automatic registration of paid subscriptions using PayPal. It is meant to be used with PayPal and have it auto-charge and auto create a subscription. The website needs to be built in PHP. The flow of the process is the following: A user registers to the website. The user populates all the user fields and authenticates via email. Once authenticated the user is then assigned a CID (Client ID). The user then proceeds to place an order of a subscription. To have a subscription the user must provide an IP Address. The user will provide an IP and that will create a License ID (LID). The LID will be flagged as Not-Active and Not-Verified. Later, the user can change the IP in the LID Management page. As such, keep in mind that the primary key is the LID and not the IP Address. After entering the IP the user is then routed to PayPal gateway, makes the payment, and returned to the website with authentication. Once the subscription is authenticated as paid, the LID will be flagged as Active, but still Not-Verified (verification will be done/discussed later). /// The subscription is a monthly subscription. That means that the LID is only good for one month from when it was Activated. Once that month ends, the activation status will be set to Not-Active. However, I want this to be automatically renewable, so I need PayPal to initiate a recurring charge, and upon confirmed payment to PayPal, the status in the website should be re-activate and be set to Active. That process needs to be automated, no manual activation. I'm not sure who is triggering the renewal process and how it is done to update the website's database. Timelines: This is a very simple project, and should not take more then few days, up to 7 days for final delivery. Budget: $150 - $200 for website + $100 for graphic design. Milestones for website: 1. 25% upon signup 2. 50% upon completion of a working website – not incl the PayPal section. 3. 25% Complete with PayPal connection/setup.
