This project require a admin panel. The whole setting and whole role permission set to only one super administrator, and super admin can create some users and give them a permission to access which setting on the admin panel.
this site is also a similar to membership site and the member can't get access to admin panel. they will only login from the front site to view their details and transaction.
this is a lottery based system. that's why we required a Numeracy skills to work on this project.
