Another Redesign Project

I have another website that a previous freelancer messed up. It is at carecentralja dot com. The site is supposed to work like this: I will physically contact various caregivers, individuals and company, who I ask to sign up on the website. Either I put add them in the backend or they can themselves sign up on the frontend (I have to approve them in the backend before they are shown in the search results). Users of the website come to search for caregivers in particular categories, e.g. Children, Seniors, House, Pets. Under these there are subcategories. Users also have the option of searching for a caregiver closest to a particular address. When the user clicks on one of the search results, it returns detailed description of that caregiver including pictures, videos, and a map to find where the caregiver is. I want one of three things to be done: 1. Joomla components that carries out the all functionalities of the site OR 2. The website to be redesigned in Joomla with the functionalities of the site OR 3. The website to be redesigned in php/mysql with the functionalities of the site (I would provide all the files from the previous failed freelancer). Go through the site fully before making a bid. You will see how poorly designed it was and some of the other obvious flaws. Given my previous financial loss in the previously failed project, cost and experience will be a very important factor.
