database data input and reports system

I need to create a data base for manipulating data. I want to be able to create data input masks on and off line and create reports and do calculations. I would like to to work so that different people can sign in with their own usage profile and input their data and request reports particular to them, but they will not be able to access the full data. There will be many different types of data, so it will not all be related. For example, there will be financial data - like purchase and sales items, running costs and overheads figures etc. I want to be able to produce statistics tables, graphs etc to get an overview. I also want staff to have a "training database" that will ask multi-choice questions, record results and keep records. There are also other kinds of data, so the whole system needs to be able to be added to and updated and created on a live basis. I want to be able to add functions, reports and more fields etc.. There will be a number of different functions and different fields of the data will be used for different functions. I would like to be able to sit down with someone or at least work over Skype so that I can explain what I want to achieve. I am starting with a very tight budget. However, if I can achieve the level of functionality I require and manage to find a good working arrangement then I will be able to increase this a little. I have been told that Microsoft Access should do everything I need to achieve but I don't have the time to train myself on this at the moment. I would be looking for someone to get me up and running and then train me as we go along to hand the project over to me, with support, until I can fully administer it alone. I am not insisting on using Access but I would want to be able to learn whatever system we decide on easily. This project could be done as a series of modules. I am willing to break it down in to smaller pieces, starting with simple parts of it and building it up, but in this case I would expect a very low price for each module as this would be an ongoing support situation until I was fully competent in administering and programming the database functions. Lastly, I would like to be able to manage parts of it on-line. So for example, a member of staff can sit down at home, log on and do a test, enter data or do reports. Some data will not be kept on line however.
