Automated Login and Submit Script PHP, Curl, MySQL

I am looking for a script that will be run by CRON that will connect to either a MySQL database, XML file(native), or CSV file(native), That file will be updated every 5 minutes. The script will need to check the file/database for new entries, log in to a website, navigate to a submission page, enter 6 fields and 1 drop down obtained from the file/database, click save (if only one or save&new if multiple), check for an error message(optional but will not save if an error message exists so the script will need to move on one way or another), email me to let me know there was a successful submission(also optional). Site pages are .jsp Attached is the HTML from the site that will need to be manipulated to assist in determining the difficulty of this project. Open to suggestions but further details will be a case by case as this is private data and I will not disclose further details publicly.
