C# Generic Filesystemwatcher, watching different folders for different files in each folder

Would you be interested to complete my code, as I have too many projects at work to complete. I have written part of the filesystemwatcher, db and bll and generic wcf service it sends the files to for processing but I need changes to it. It use to read the folders to watch and search conditions from a custom configuration section. I want to change it to read from a db. I would also like to enhance one action on the watcher to send the file to a webservice using code and not referencing the web service. So you can add a webservice url and method name in the database to send the file to. I would also like to add Enterprise Library Exception handling and logging.(Best practice approach) Code attached
