Cell Phone Voicemail Recording

I need somone with some cell phone experience. What I need is someone that can tie together a website and a persons cell phone voicemail. What will need to happen is a person will forward their voicemail to a cell phone number of the same carrier that is associated with my website.? The software will then have to take that voicemail and convert it to a .mp3. The software will also have to be able to assign a unique code to the created .mp3 and also be able to send a text message to the user who forwarded the voicemail. Some HTML code will also need to be created for the .mp3 and this .mp3 will have to be stored on the server and emailed to the user. ## Deliverables I'm not exactly sure what this all requires or if there are any special needs.?
