CMS / Blog / Article system customized and installed.

Need Web development done for Finance related blog/article site. Site will have multiple writers contributing to different sections. In addition to contributing articles / blog, there will also be a Questions section where users ask questions. Questions should be forwarded to the appropriate writers email. Writer should be able to hit reply on the email and have their response posted on the website and sent to the users automatically. You will need to know how to work with movable type. wordpress or some form of cms and be skilled enough to offer a solution to the "Questions" section of the site.
