I need a system to better approve link submissions on a feature of my website. Please look here:

This page: [login to view URL] sends an email to me containing three pieces of information. I cut and paste that info into a text file and then FTP that file back to the server.
What I'd rather have is a program that submits the links to a queue where I (or anyone I designate -- I'm guessing the authorization panel can be accessed with username / password?) can then review / approve / disapprove them in order, without having to resort to email and FTP. The authorization panel will simply write to a text file. I then use Server Side Includes on the HTML pages.
In addition, I'm currently using my established forums for people to leave comments. It's very cumbersome to go to the forums and build a topic there. I'd much rather have a comments program /database that can be updated / annotated at the same time I approve / disapprove any links submission. You can get an idea of the type of comments program that I think is pretty snazzy by going to <[login to view URL]> At the bottom of each news item is a comment area. Each news item shows how many comments have been made on the story.
I'm running RedHat Linux, but you could hold a gun to my head and I wouldn't be able to tell you what version. It was new two years ago. I don't have MySQL installed (to my knowledge). I've run the forums before on DBM and that ran just fine. I am 99% sure I do not have PhP installed, but, again, what do I know?
