Develop system similar to Ebay (not so complex)

I'M NOT GOING TO AWARD ANYONE FAST, SO PLEASE READ THE ENTIRE PROJECT BEFORE BIDDING. Hello, i'm looking for a freelancer or a web developing company who can work in a very important project. I'll accept people to work with scripts (pre-built) but i must know before which one are you going to use and why. I set the budget to 250-750 but if you think the budget should be bigger or smaller you can let me know in your proposal. I need to have a system similar to Ebay that must have the following requirements: * User registration/login * Users can publish different products * System califications (to rate users) * When a user uploads a product he should put information about where he is, and that information will be shown in a Google Maps map with all the products displayed there (something like the AirBNB system) Then i have some other things that i would like to add but first i need to know your estimation about how much could this [login to view URL] order to consider any bid you must write as the first word of your proposal "READ". I'm a developer so i'll need as many details as possible in your proposal.
