Completion of a web app

I had assigned this work to a developer. But he did not seem to understand my requirements clearly. Therefore I am unhappy with the job delivered. He hasn't been in touch recently and I need to get on with this. So please bid only if you are genuinely interested and can understand English well. If I am happy with the work you do, I will contact you for future upgrades to the project. The application is partly there and running on a hosting server. It has been done in PHP. Can you please take a look at what is left to do and let me know whether you are able to complete it for me? I was already stretched with budget, I am only able to spend a maximum of 20-30GBP for the remaining part of the project to be complete.
