Adding quantities to cart from a dropdown and removing from the database

I have a site that is working fine, but now I want a dropdown list to purchase either 4 or 8 or 12 items, etc... I want this to add the quantities in the basket page of either 4 or 8, etc.. as selected by the user.
I then want these quantities to be removed from the database.
I would also like the site to only allow the user to purchase the number that is in stock (for example if there are only 4 in stock then they cannot order 5)
The site is created in PHP and is in dreamweaver.
I have had to repost this as the previous freelancer did not do the job required and I am still waiting for them to finish the job and I need this to be done in the next few days.
The database is in mysql and is all set up
