CSS added to Existing PHP Website

We'd like to increase the flexibility and ease of control over being able to change the visual aspects of our website. We'd like to quickly be able to customize graphics and page layouts on our site with total control and Drag-and-Drop ease - if that's possible :). We have heard that using Cascading Style Sheets is a good way to accomplish great ease of control over website design. Is this true? If you are a CSS coder, please log into [login to view URL] (username tester, password tester), and let us know what you can do to enable us to have easy, page-by-page layout and graphics control on all pages of our site. We are willing to pay up to 500 dollars for a flexible, easy to implement, page by page control over the visual and layout aspects of our site. We are not terribly well-versed in what is involved in implementing CSS, so you will need to tell us what will be involved and walk us through what lies ahead with specific examples and instructions before we can create a more definite job descripion. Let's hear about what you can do for the site, and then we will better know how to write the details of the job description and establish a fair bid amount. All this can be accomplished in further back and forth communication right here in this RAC thread. Looking forward to hearing from coders who are well-versed in implementing CSS on a PHP website, and seeing examples (possibly "before and after" shots?) of CSS work so we know what is possible. (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
