Bug fix: Menu items disappear on Drupal 6.x site

On a bi-lingual Drupal 6.x site, I am defining all menu items as either 'Spanish (es)' or 'English (en)'. Problem: All menu items disappear when the administrative context is English but the content to be displayed does not have an English translation. Example:

[url removed, login to view] - works as expected

[url removed, login to view] - menus disappear. Expected behavior (as in original Drupal 5.x site): English menus should be displayed

Your task: Create a patch that shows the correct menu items in all situations.

I have created a development site and you will have FTP and CPanel access.

I would prefer to work with someone who has encountered (and solved) this problem before or is familiar with Drupal 6.x. and i18n.
