Custom Affiliate Site Built - Needs CMS & Secure Login

We need a custom affiliate site programmed for one of our companies. We prefer this to be programmed in PHP. The web site is a private site that our affiliates currently access via a user name and password. We would like the site to lock out the users monthly and ask them to input new contact info that is sent directly in an excel spread sheet to one of our staff members. Staff members must be able to add/edit members using some type of CMS too.
Once they fill it out - they are sent their new password for the month. This will help us keep our contacts up to date. I've attached a JPG screenshot preview of the admin login page we've designed and the internal site.
Site needs to house the following
- Daily News updates. We are like an entertainment CNN and we update news as it happens. Many times we have audio to go with it. (need to play the audio and have the ability for members to download the audio from our site right to their desktop.) ....? Daily audio and daily news feeds.
- We do fully produced audio news updates daily - would be great if these are playable as well as downloadable?
-? Searchable audio database (music, interviews, clips, etc.) Search by artist, song name, category (optional)
- News ticker on the site showing the latest headlines, and the latest audio content posted.
- We want an email sent out every time we update the site with an entry that is classified as "breaking news."?
- We want the site to also compile all the headline posts made in a 24 hr period and automatically email to active members daily?
