Creation of a login page

Hi I need to protect a page in a website so when users want to access it, they are prompted to login (or be able to register the first time) It should take a login page + a register page + a thank you page (along with an email sent to the user to give back its login details) and redirection to the protected page users should be able to download each file once only. So multiple download of a file (zip) should be forbidden for a same member, no matter if he logs out and log back in) (some zip files are already there but in case some others are added it has to work the same way) Users data should be stored in database easily managable (through phpadmin) I'll provide further details. thanks for bidding
