Build Simple Ticketing Web App

We are looking to create a web app that delivers automated PDF e-tickets for events. We need the app to perform several functions including:
- dynamically generate PDFs (with unique code) on purchase
- for users: quick database reconciliation (for redeemed tickets on the door)
- automated transaction emails
- split/chained payments, payment processing to 2 parties from one transaction
- dynamically creating sales page based on event details
This gives a broad overview over what should be a simple project with a specific, focused brief, and we are looking forward to finding someone to work with in developing this app over the coming weeks. Let me know your ball-park rate, time/availability, and any technical suggestions welcome.
