I am not a graphic designer, but I can code HTML, JavaScript, Servlets, JSPs, etc. My bid assumes that you just want static content, not the ability to process forms, save data, etc. Do you have a hosting company? Have you looked into sites like GoDaddy which allow non-developers to build sites?
