Create minecraft serverlist website

I want to create a website similar to [login to view URL] It will be a mine-craft servers listing site with forum also. Index page is somehow coded in HTML already. There are about 2-3 psds with demo designs that will need slicing too. Any other design template needed will be handed on the fly on demand. The website's basic function will be that users will register to display their mine-craft servers. The should register and then they will be able to post their server, post on forums etc. There will be an xp system also for each user that progresses as user adds servers or receiving votes and generally acquire ranks. More detailed description will be handed upon awarding with documents and print screens. P.S. The budget is $80 max.
