Convert website from ASPX to PHP

Our website is [login to view URL] - FREE VPN Service. Try it out to get a U.S. based IP. The current website was created in .net using ASPX pages. We need to convert this to html and PHP. Most of the site is static and basic html. There is a script on the home page that checks the IP of the visitor to see if it is secure or non-secure. We need that to still work. There is a contact form that uses capatcha verification, some popup screens etc... Since we will be converting to php, we can also update the look and feel of the site to give it a more updated & modern look.
