Completing the development of a website (similar to ebay)

We are looking for a PHP developer to finished the building of our website. It should take an estimated 100 hours of work. Our website is a platform to advertise needs of users and which can be responded by other users. The beta version has been built but we now have changed many aspects and we want to finalize the alpha version. Bellow you shall find a brief description, basic functionalities, list of overall tasks and work approach. Description: Platform where user post text with file, defines set of criteria (fields, types, prices, etc) and must make the payment. The add appears on our website and is sent to the user that have asked to be notified. Other users can ask questions, follow or respond to it. When they respond, they answer (text + files), answer a few questions and send it. The first user can see all the answers and select one of them with additional comments or files. The one selected gets a notification and he has access to options to answer if necessary. Once the transaction is completed both must deliver feedback. The website shows the whole list of adds per categories, criteria and location with radius.
