Cash rebate website development

I would like to develop a cash rebate website, e.g. [login to view URL] and www.extrarebates.com. The functions will be very simliar to ebates.com. The coders with experience in developing cash rebate site will be considered in higher priority. The site has to be written in PHP. Database is MySQL. All the content of site can be managed in Admin control panel like regular content management site (CMS). The look and feel has been designed. The coder needs to integrate the template to the site. Should a dispute arise and this project go into arbitration "as is", the contract's vagueness might cause it to be interpreted against you, even though you were acting in good-faith. Buyer will receive exclusive and complete copyrights to all work purchased.
