C++ OGG-Vorbis Commenting Code Needed for Windows Environment

I'm looking for the complete code for performing the following OGG-Vorbis commenting. ([login to view URL]) - Given the file name and an array of comments, the code must: 1) Open file stream and initialize necessary OGG structures. 2) Clear all previous comments, if any. 3) Force comments compliance with UTF-8 standard. 4) Write array of comments to the OGG file. 5) Close and deconstruct all used allocations. The code must be in C++ and suitable for Windows-based environment. External libaries may be used (other than OGG components, which will of course be required) so long as they are provided so I can use them. Contact me if you have any other questions.
