Desktop app along C# expert required

We are looking for someone who can create a desktop application for us, example is here below:

The main thing is to control PrintScreen with desktop application and upload it as in example...

Please let us know your thoughts and suggesstions along with quote, we want to use desktop as front end and backend on php / mysql, we will provide you a php guy for the help, you just only need to work on desktop app or if you wish you can do it all yourself, please mention it in your quote.
