A map application needed for real time feed. The real time location is not automated

user will be tagging a location in map with a name. Every time a supervisor open the map, he should be able to see user's tagged name on the location with time stamp.
Here are some more details regarding project:
Project description: A field work oriented organization need to know which work is completed, when and where. This feature is needed on map.
1) signup is required, google signup should be integrated
2) User (example: Raju) can click on map , post small message or note (example: "delivered")
3) When map is clicked, message should list "Reached, Delivered, Custom" when Custom is clicked user can type custom status. When reached is clicked, only the word "reached" will be posted on map. Same for "delivered".
4) this message will be visible tagged on a location on map and will have a time stamp (example: "Raju: delivered, 7pm 14/04/2015").
5) For only viewing map, signup is not required. Signup only required for posting update on map.
