Data entry and data collection app for registered field agents

We are working on a data collection and data entry app for our web app.
The final deliverable should be an android app which should be able to deliver data offline(When the agents are in a place where they don't have internet, the app will keep data on local machine then upload data when they have wifi) and online-ie if there is internet connection
Key features of the app
1. Enable agents to login with their unique id- they will have to be registered as agents on the web app and all data that comes through from their logins will be attributed to them.
2. Geolocation- Allow geolocation and EVEN GEOFENCING of agents app to point exactly where they are collecting data from. We can also restrict agents where they can collect data from if needed

4. Form data should allow encryption when being loaded to the database or to middleware
5. The data will be fed into a MYSQL database
