Crear una aplicación para Android

I need to create an application to use with other application (.net c# via websokets) The application must run perfectly in Android , IOS, tablets , and browser like mozilla and google chrome. The application must be updateable The application must be an excelente design , like our website The application consist in be an assistent for the students in the classroom at school, and in house. The application must connect a server to send messages via websokets, the server works in mysql databes, and the main application in the class is in .Net c#. we have a working sample in html with javascript but we want to upgrade an application. The application must take a root control because the teacher can request some functionality from the apllication , like take a picture of the phone view in the screen (to see what the student doing), block all other applications ( i want a student concentrate in the classroom and not in othes thinks). The application can take a picture of the student and send to the server to update the user picture. The application must include a help button or chat button to talk with the teacher. The functionality is like this.. When the teacher are in the classroom , he start a class or presentation, the student can go to this classroom with the smartphone, tablet, or pc. The student can login to this class by two ways, 1) put a number of class (the teacher say the number in the classroom class_id) or the student choose in a combo box all the availables classes that are running now in the school (see [login to view URL]), the student put his username and password and then hi is inside the class. When the sistem is used in a place where the teacher don´t know his students his has other login, where the student put your national unique id , name , surname, and email.. this kind of class is called (anonimous, when the teacher don´t know his students (see [login to view URL])) , the vales are trasmitted to the teacher application and he validate the fields and assign a number to this student in the class (nuumber of list). see pictures [login to view URL] and [login to view URL] When the teacher is in the class showing this content, he send to the devices the information (via websockets) , and they can send questions too. i show a picture of that. see pictures [login to view URL] and preguntando.jpg...
