Android app - Local phone backup/restore single file(s) to/from remote server with scheduling

Firstly, I will only access bids from users with past experience and positive feedback. Android backup local file and create job schedules, uploading files to a remote server on the schedule. for example: a) User chooses a file to upload, we store the file path, filename etc in local database, and either upload the file immediately, or create a schedule so the file is uploaded every 24 hours. The job gets stored in a table, with the process date, checking every 5 mins in the background for any schedules where the date has elapsed. Uploads the file if true, on success re-schedule the file for upload again in 24 hours time. Please see PDF with screenshots and specification It must have a) Maximum compatibilty, all recent android releases. b) Local database (either serialized json or SQLite) to store a list of files on the device and a schedule for them to be POSTed to a remote server wrapped inside a JSON message. (file data base64 encoded) c) Look professional and fully finished, and have no problems getting certified to sell on google play/app store. Developer will need to test with dummy response/server and provide full source code so we can change the remote server URL's and tweak the app once complete.
